Finland dismantles its state gambling monopoly on 1 July 2027. Korhonen has argued for years that the reform was overdue. He has also argued that the marketing rules attached to it will undercut what the reform is supposed to achieve.
He has a stake in the outcome. The same rules that ban influencer promotion also catch SEO-driven affiliate sites, which is the work he has done his whole career.
In the future, when people search for information about casinos online, they will end up on websites from which licensed casinos have been removed. However, all unlicensed casinos will still be there. This will significantly undermine the main reason for switching to a licensing system, namely the channeling rate, as a large proportion of gambling will be directed to unlicensed casinos.
This is not about encouraging more gambling. It is about the state taking responsibility for the activity that is already happening. The monopoly worked for physical machines in the 1990s, but it was unable to survive the transparency and speed of the modern internet.
A well-regulated license system is the only proven way to protect all players, ensure operator accountability, and create a fair and transparent market.
